UNAPPROVED MINUTES
 
Minutes of a Planning Committee Meeting held on Monday, 6th April at the Parish Office, 28 Station Road at 7.15pm.
 
Present: Cllrs. M. Sherwen (Chairman), V. Barrett, R. Gatward, M. Linnette and R. Wakerley.

641/08 Apologies for Absence: Cllrs. J. Guest, D. Hardingham, D. Mowatt and C. Purbrook.
642/08 Declaration of Interests: None
643/08 Minutes of the meeting held on 2nd March, 2009:
With the addition at Item 583/08 of the words “clear and” before the word “open”, it was proposed by Cllr. Gatward and seconded by Cllr. Barrett that the minutes of 2nd March 2009 should be signed as a true record.
644/08 Matters Arising:
Item 542/08(b) (White House Farm) Cllr. Barrett had nothing to report at the moment. She was waiting to hear from the Enforcement Officer. The Committee will pursue this matter at the next meeting where Cllr. Guest, who has been dealing with the Enforcement Officer, may be available to answer questions on this matter.
Item 583/08 (Parish Facilities) It was reported that BMX activities are still taking place in the little wood. Cllr. Barrett will enquire of the Police if they are progressing the complaint from the landowner over this matter.
Item 586/08 (b) (71 High Street) Cllr. Gatward said that the bins should be enclosed behind the fencing, which has not happened. There is a need to keep a watching brief on this matter.
Item 588/08 (53 High Street) Cllr. Barrett reported that SCDC will be following this matter due to the issue being raised relating to a conservation area.
645/08 Parish Facilities:
Cllr. Barrett reported that she had received a quotation from 247-CCTV Security Limited which had been very helpful. She is at the moment sourcing a second quotation. At the present time the areas covered are Vicarage Close and the car park. There is a problem with the car park as there does not seem to be a power supply. This could however be overcome by being able to link up to a power supply to one of the neighbouring houses. A resident of the village has requested that Church Walk also be covered by a CCTV camera. The Clerk is to make this matter an agenda item on the next full Parish Council meeting.
 
646/08 Police site in centre of village:
Cllr. Sherwen reported that Cllr. Mowatt had requested C. Cllr. McCraith to make contact with Hundred Houses Society as soon as possible to inform them that the Council would be very interested in being involved in the site development.
 
647/08 Notifications and Planning Consultation Documents:
(a) SCDC – 116 High Street. Extensions and Erection of Car Port and Storage Shed. S/0102/09/F. Permission Granted.
(b) SCDC -Tree Preservation Order No 16/72 for 8 Greenbanks, Melbourn.
The Council Hereby Consents to the carrying out of the operations specified in and in accordance with the application submitted to the Council on 26 February 2009 and subject to the following conditions:

  1. Subject to the works being undertaken in accordance with British Standards 3998:1998 Specification for Tree Work.

2. That in the interests of the protection of nesting birds that works are avoided during the nesting season (commonly regarded as 1st March to 31st August).
(c) SCDC – Land to the East of 56 Medcalfe Way. Dwelling. S/0169/09/RM. The Council hereby APPROVES details of reserved matters for the Dwelling.
(d) SCDC – Land to the North East of 19/21 Dolphin Lane. Erection of Dwelling and Erection of One Car Port, Workshop and Tractor Store. S/2060/08/F. Permission Granted.
(e) SCDC – 33 The Lawns. Deemed Consent for the felling of a Sycamore tree due to its poor, dying and dangerous condition.
(f) There were no Notifications or Planning Consultations received.
648/08 Planning Applications:
(a) 116 High Street – Extensions, Erection of Car Port and Storage Shed. S/0102/09/F. Planning Application has been amended. For Information Only. Noted
(b) There were no further planning applications received.
649/08 Correspondence:
(a) CCC – Consultation on Further Additional Mineral and Waste Development Proposals (31 March -12 May 2009) – Cambridgeshire and Peterborough Minerals and Waste Development Plan. Noted
(b) There was no further correspondence received.
 
650/08 Urgent Matters:
There were no urgent matters.
 
There being no other business the Chairman closed the meeting at 8.13pm.
