Minutes of a Planning Committee Meeting held on Monday, 3rd August at the Parish Office, 28 Station Road at 7.25pm.
 
Present: Cllrs. M. Sherwen, V. Barrett, R. Gatward, J. Guest, J. Hales, D. Hardingham,
M. Linnette and C. Purbrook.
 

In Attendance:  The Clerk and one member of the public

 
171/09     Apologies for Absence: Cllrs. D. Mowatt and R. Wakerley.
172/09     Declaration of Interests: There were no declarations of interest.
173/09     Minutes of the meeting held on 20th July, 2009:
With the alteration of the word “Planning” officer to “Enforcement” Officer it was proposed by Cllr. Gatward and seconded by Cllr. Guest that the minutes of 20th July 2009 should be signed as a true record.
174/09     Matters Arising: There were no matters arising
175/09     Parish Facilities:
Cllr. Sherwen reported that at the first public meeting 8 people signed up to serve on the committee and several others are in the process of considering it.
Cambridge ACRE gave a talk on the content and involvement of a Parish Plan.
In the next issue of the Melbourn magazine there is to be an article on the Parish Plan and a basic questionnaire.  A date for the next public meeting has yet to be decided.
 
176/09     Police site in centre of village:
Cllr. Sherwen enquired about the follow-up to Cllr. Mowatt’s statement with regard to a meeting with Hundred Houses Society.  At the full Parish Council meeting, for which Cllr. Sherwen had sent his apologies, Cllr. Mowatt had said it was his intention to contact personally the Chief Executive of the Hundred Houses Society to ask for an early meeting.
 
177/09 White House Farm:
Cllr. Barrett had informed the Enforcement Officer that lorries were visiting the site on a regular basis.  The water supply is now fed direct to the new house but as yet the electricity is still fed from the old house.
Cllr. Guest reported that the caravan is still on site.  The Enforcement Office is aware of this fact.
 
178/09     Notifications and Planning Consultation Documents:
(a) SCDC – 80A High Street – Application for Certificate of lawfulness for the continued occupation of 80A High Street, Melbourn as a separate dwelling in breach of condition 1 of planning application S/0937/79/F.
No Comments.
(b) There were no further Notifications or Planning Consultations received.
179/09     Planning Applications:
(a) 35 Greengage Rise – Erection of garage, extension to form pitch roof.  S/0810/09/F.  Recommend Approval
(b)        Plot adjacent to 12 New Road – Approval for layout and scale for the Erection of One Dwelling (Amended design) S/0993/09/RM.
Recommend Approval.
(c)        Land to the North-East of 15 Fordham Way – House.  S/0482/09/F.
Amended block plan showing parking provision and visibility splays for both the existing and proposed dwelling.  For information only. Noted.
(d)            There were no further planning applications received.
180/09     Correspondence:
(a)           Letter from Mr David Wherrell – Melbourn CP School.  Community Consultation.  Noted.
(b)            Letters from Freedom Group – Electricity CT 1989 – overhead lines regulation 2009 in connection with Heath Farm and Noon Folly Farm.  Noted
(c)            North Hertfordshire – Local Development Framework.  Noted.
(d)          There was no further correspondence received.
181/09     Urgent Matters:
Cllr. Gatward said that nothing had happened as yet with regard to the tidying up of the Co-op car park.  As this came under a separate planning application it seemed that nothing will be done to alter the fencing to enclose the bins until the condensers are moved.
Cllr. Hardingham reported that he had received a phone call from a Mr. Roy Cooper who owns the orchard adjacent to the proposed BMX Trails.  Mr. Cooper thought that he should have been consulted with regards to the siting of the trails.  His issue is with the boundary between the two sites.  He wants the boundary to be defined and then he will discuss the erection of a fence.  Cllr. Guest has a copy of the Ordnance Survey map which may show were the boundary is.  The Clerk is to write to Mr. Cooper informing him that the Council will look into the matter of the boundary.
Cllr. Hardingham also reported that he had repaired the gates and that there was a wasps’ nest underground in the centre of the site.  The Clerk is to contact a pest removal firm to arrange for the removal of the nest.  She is to inform Cllr. Hardingham when this is to take place.
Mr. Norbury has suggested that a mirror be placed on the bend of the lane so that traffic coming round the bend can be seen.
Cllr. Hardingham reported that the parking situation for the site needs to be looked into.
Cllr. Hardingham has received complaints with regard to cars which are being advertised for sale and left in the lay-by opposite Portway on a regular basis.  This matter is to be made an agenda item at the next full Parish Council meeting.  In the meantime Cllr. Barrett will report this matter to the Police.
There being no other business the Chairman closed the meeting at 8.27pm.
