UNAPPROVED MINUTES

 
Minutes of a Planning Committee Meeting held on Monday, 19th October 2009 at the Parish Office, 28 Station Road at 7.55pm.
 
Present: Cllrs. M. Sherwen (Chairman), V. Barrett, A. Brett, R. Gatward,
J. Hales, M. Linnette and  D. Mowatt.

339/09                Apologies for Absence: Cllr. C. Purbrook and R. Wakerley.
340/09                Declaration of Interests: There were no declaration of interests.
341/09                Minutes of the meeting held on 5th October, 2009:
It was proposed by Cllr. Gatward and seconded by Cllr. Barrett that the minutes of 5th October 2009 should be signed as a true record.
342/09                Matters Arising:
Item 279/09 (Correspondence) (f) Cllr. Barrett did not attend this meeting. She had sent in a letter of support.  Cllr. Mowatt felt that this letter may be thought to reflect the views of the Council. The Council now awaits the Inspectors report.
 
343/09                Parish Facilities:
At the present time the leasing of the village car park  is in the hands of the Council’s Solicitor and there is no further  progress to report at the present time.
 
344/09                Police site in centre of village:
Cllr. Mowatt felt that the village would be very concerned that building was to take place on the Police site as it was situated in a Conservation Area.
Cllr. Gatward thought that Andrew Lansley needed to be contacted again about this matter and suggested that a meeting be arranged with him.
The Clerk is to write to Andrew Lansley and ask him if he can tell the council how this land came to be sold for affordable housing and how could this situation have occurred and would he be willing to meet with the Council over this matter.
Cllr. Mowatt considered that looking at things  before planning documents  were even on the table compromises the Council.  He felt that the Police Authority needed to  have been much more open with the Council.
 
345/09 White House Farm:
Cllr Barrett has tried to contact the Enforcement Officer but has not managed to speak to him, so there are no  further developments at the present time.
 
346/09 Section 106 Agreement:
It was proposed by  Cllr Linnette THAT THE SECTION 106 DOCUMENT FOR LAND ADJACENT TO 7 NEW ROAD (PAYMENT OF PUBLIC OPEN SPACE CONTRIBUTION) SHOULD BE SIGNED BY CLLRS MOWATT AND TOWNSEND. Seconded by Cllr. Hales and CARRIED.
 
347/09                Notifications and Planning Consultation Documents:
(a) SCDC – Melbourn Scientific Ltd, Saxon Way.  Plant  Area and Fencing. S/1234/09/F.  Permission Granted
(b) SCDC – Melbourn Scientific Ltd, Saxon Way.  Alteration to External Elevations.  S/1165/09/F.  Permission Granted
(c) There were no further Notifications or Planning Consultations received.
348/09                Planning Applications:
(a)        Land to the South-west of 50 Greengage Rise – Erection of 5 dwellings with associated access, car parking and amenity space.  S/1396/09F.
The Council were informed by SCDC Planning Services that the planning application had been withdrawn.
(b) 8 Mortlock Street – Annexe.  S/1276/09/F.  Application has been amended.  For information only.  Noted
(c) Land to the South-east of 60 The Moor – Erection of 6 Flats with Carports/Cycle Store (revised Design to that Approved Under Reference S/2248/06/F).  No Recommendation.
(c) Application to carry out Tree Works Subject to a Tree Preservation Order or situated within a Conservation Area.  15  The Lawns remove top branches of Sycamore Tree to allow more light into garden of No14 and to prevent pigeon droppings in the garden (health and safety for small children)  Recommend Approval.
(d) Application to carry out Tree Works Subject to a Tree Preservation Order or situated within a Conservation Area.  15  The Lawns  lop off overhang from large Sycamore Tree which prevent rain from reaching part of garden of No 16.  Recommend Approval.
(c)           There were no further planning applications received.
349/09                Correspondence:
(a)           CCC – Thanking the Council for its letter regarding the Planning Application for Melbourn Junior School.  Noted.
(b)           CCC – Future Cambridgeshire – Response on Regional Strategy.  Noted
(c)           Letter from Mr Larcombe – Land on Grinnel Hill, Melbourn.  Noted
(d)           Letter from Comberton Parish Council – Planning Delegation in Controversial Cases.  Noted
(e)        Letter from Comberton Parish Council – Request for continued support.
The Clerk is to write to SCDC expressing the Council wishes to support Comberton Parish Council views on this matter.
(f) There was no further correspondence received.

350/09                Urgent Matters:
Cllr. Gatward requested an agenda item for the full parish Council meeting with regards to the Parish Council’s opinion on what should be commissioned by S106 money from Camstead Homes.
There being no other business the Chairman closed the meeting at 9.20pm
