UNAPPROVED MINUTES
 
Minutes of a Planning Committee Meeting held on Monday, 1st June at the Parish Office, 28 Station Road at 7.15pm.
 
Present: Cllrs. R. Gatward, M. Linnette, D. Mowatt, C. Purbrook and R. Wakerley.
 
In the absence of the Chairman the committee nominated Cllr. Purbrook as Chairman.

31/09       Apologies for Absence: Cllrs. V. Barrett, J. Guest, D. Hardingham and M. Sherwen.
32/09 Election of Chairman:
It was proposed by Cllr. Purbrook THAT CLLR. SHERWEN BE ELECTED AS CHAIRMAN OF THE PLANNING COMMITTEE FOR THE YEAR 2009/2010.  Seconded by Cllr. Linnette.  There being no other nominations the proposal was CARRIED UNANIMOUSLY, CLLR. SHERWEN WAS DULY ELECTED CHAIRMAN OF THE PLANNING COMMITTEE.
33/09 Election of Vice-Chairman:
It was proposed by Cllr. Wakerley THAT CLLR. PURBROOK BE ELECTED AS VICE-CHAIRMAN OF THE PLANNING COMMITTEE FOR THE YEAR 2009/2010.  Seconded by Cllr. Linnette.  There being no other nominations the proposal was CARRIED UNANIMOUSLY, CLLR. PURBROOK WAS DULY ELECTED VICE-CHAIRMAN OF THE PLANNING COMMITTEE.
 
34/09       Declaration of Interests: None
35/09       Minutes of the meeting held on 6th April, 2009:
It was proposed by Cllr. Gatward and seconded by Cllr. Mowatt that the minutes of 6th April 2009 should be signed as a true record.
36/09       Matters Arising:
Item 654/08 (588/08) (53 High Street) Cllr. Purbrook enquired if the letter received from the occupiers of 53 High Street in response to the letter sent from  SCDC would now mean that no enforcement proceedings would be taken with regard to the issuing of a section 215 Amenity Notice.  The Committee thought that this may be the case.
Item 654/08 (49 High Street) Cllr. Purbrook had noted that a successful prosecution had been made and also noted that the process was still on-going to ensure that compliance was carried out.
Item 655/08 (Parish Facilities) Cllr. Purbrook enquired if there was any more news with regard to the Council taking over the car park.  Cllr. Purbrook was informed that there will be no more news until the meeting had been held at SCDC on the 16th June when this matter is to be discussed.
Item 654/08 (542/08) (White House Farm) Cllr. Gatward hoped that this matter would be monitored by the Enforcement Officers.
37/09       Parish Facilities:
There was nothing to report at the present time.
 
38/09       Police site in centre of village:
Cllr. Mowatt is very hopefully of the Council being involved in this project.
He would be delighted if a way could be found to incorporate a community building on the site to house the Police, library and parish office.
 
39/09       Notifications and Planning Consultation Documents:
(a) SCDC – Development for Agricultural Buildings and Operations.  Agricultural workshop and store building at Summerhouse Farm, New Road, Melbourn.  S/0553/09/PNA
The South Cambridgeshire District Council hereby determines that the prior approval of the Local Planning Authority is not required for the siting, design and external appearance of the development proposed in the above-mentioned application.
(b) There were no further Notifications or Planning Consultations received.
40/09       Planning Applications:
(a) 33 Water Lane.  Front Bay Window and Conservatory.  S/0491/09/F.  Recommend Approval.
(b) 13 Elm Way.  Dormer Window.  S/0581/09/F. Recommend Approval.
(c) Application to carry out Tree Works subject to a Tree Preservation Order or situated within a Conservation Area.  15 The Lawns – fell to the ground one Sycamore Tree to allow more light to house and gardens.  No comment.
(d)            There were no further planning applications received.
41/09       Correspondence:
(a) There was no correspondence received.
42/09       Urgent Matters:
The Clerk enquired if the Council had any objections to a request made by Anna Efford -Communications Officer for SCDC with regards to BBC Radio Cambridgeshire recording material on Stockbridge Meadows Riverside Park.  The Council did not have any objections and the Clerk is to contact Anna to inform her of this fact.
Cllr. Linnette enquired if any progress had been made with the Pocket Park planning application.  The Clerk informed him that SCDC Planning site showed this to be under consideration at the moment.
Arrangements were discussed for the official opening of Stockbridge Meadows Riverside Park on Saturday, 4th July at 2.00pm.
There being no other business the Chairman closed the meeting at 8.05pm
