Minutes of a Planning Committee Meeting held on Monday, 9th January, 2012 at the Parish Office, Melbourn Village College, The Moor at 7.15pm.

588/11            Minutes of the meeting held on 5th December, 2011:
582/11(d): Line 15: delete ‘Cllrs Mulcock and Sherwen to prepare a schedule for the committee and distribute to all’.
It was proposed by Cllr Poley and seconded by Cllr Wakerley that the minutes of 5th December should be signed as a true record. This was carried.
589/11            Matters Arising:
(a)   526/11: Cllr Barrett reported that she had replied to Mr Purbrook and had had a conversation with Andrew Phillips.
590/11            Village Car Park
Cllr Sherwen had met with Cllr Mulcock to consider the specifications. This meeting focused on the need to verify the amount of money allocated to the car park project (40K); the need to take into account the recent decision by SCDC to sell the garages; the need to consider the lighting in the car park; the need to sort out the car park frontage; the part played by Huck Partnership and the need for a more robust specification schedule for the tendering documents. Subsequently, all potential contractors were contacted about specifications with regard to materials, tarmacking and finishings. Two replies have been received from Timotay and Pro-Scape adding details concerning the quality and standards of the timber and tarmacking to be used. Cllr Sherwen asked the committee to choose between the two during the meeting, however, this was not possible for a number of reasons: firstly, the uncertainty caused by the belated decision of SCDC to sell the garages, the details of which are still uncertain, which has both cost and refurbishment implications; secondly, the lack of a robust specification and clear procurement guidelines which has led to the disparity in prices for the work, especially with regard to the depth and level of tarmacking; thirdly, the potential disruption to the car park which may result from work being started on the police site; and, finally, the allocation of monies to the scheme. In the end, it was decided to postpone the work, seek clarification from CPALC about the procurement and tendering process in local government and, as a result, draw up a more rigorous and detailed specification, after taking advice from experts, before sending out the new specifications to potential contractors.
591/11            Police Site
Cllr Poley reported that there was nothing new to report and that a planning application would be submitted in due course.
592/11            Deed of Dedication registrations:
Cllr Simmonett pointed out that all areas of land over ¼ of an acre could be registered as open spaces and protected in perpetuity. Councillors to suggest possible sites which might be suitably registered.

Notifications or Planning Consultation documents:
(a) Notification of planning permission granted for change of use of area of land from agricultural to residential and proposed new car post at West Barn, Grange Farm, New Road, Melbourn SG8 6BX on behalf of Mr Colley S/1399/11was noted.
 
594/11            Planning Applications:
(a) Planning application for a single storey rear extension a 8, Rose Lane, Melbourn SG8 6AD on behalf of Mrs Carys Jackson S/2471/11. Approval was given earlier in the week because of time limits caused by the holiday period. Cllr Mulcock stated that he was surprised that approval had been given as a similar application had been previously refused. However, it was stated that the present application had to be considered on its own merits and the previous application had been in 2004.
(b) Application to undertake work on trees situated in a conservation area on behalf of Mr N.Smith, 19a High Street, Melbourn SG8 6ER. This was returned earlier in the wee with the following comments: ‘Whilst in general agreement with request, would give approval following expert opinion by SCDC and recognised contractor’.
(c) Planning application for the erection of first floor with pitched roof above existing single storey extension at 2, Fordham Way, Melbourn SG8 6JB on behalf of Mr & Mrs Carter was approved without comment.
595/11 Correspondence:
(a) E-mail from Planning & Sustainable Communities concerning an appeal by Mr & Mrs White about the site at 9, Trigg Way, Melbourn SG8 6HX. This was noted.
(b) E-mail from Mr C.Purbrook re: the signs at Melbourn Stores, 49, High Street, Melbourn SG8 6DZ. This was noted.
596/11            Urgent matters:
Cllr Sherwen raised the issue of the cliff edge between Chalkhill Barrow and Saxon Way. This issue is to be placed on the Conservation Committee agenda. It was suggested that photos be taken, information gathered and reported on at the next meeting
