Draft Minutes subject to formal ratification at the next Planning Meeting.
Minutes of a Planning Committee Meeting held on Monday, 7th February 2011 at the Parish Office, Melbourn Village College, The Moor at 7.15pm.
 
Present: Cllrs. M. Sherwen (Chairman), A. Brett, R. Gatward, J. Hales, M. Linnette, A. Mulcock, P. Simmonett and R. Wakerley.
 
In Attendance:  The Clerk and two members of the public
 
671/10 Apologies for Absence: There were no apologies received.
672/10 Declaration of Interests: Cllr. Hales declared a Personal and Prejudicial interest in Item 677/10 as he had family living in the village.
673/10 Minutes of the meeting held on 10th January 2011:
It was proposed by Cllr. Brett, seconded by Cllr. Gatward and agreed that the minutes should be signed as a true record.
674/10 Matters Arising: There were no matters arising.
675/10 Village Car Park:
Cllr. Sherwen had circulated the comments made by Councillors on the car park proposals.  When these have been collated he will pass these on to the Huck Partnership via Cllr. Brett, so that they can produce a second draft drawing and costings for further consultation.
Cllr. Hales said that only 4 of the 14 garages are occupied. Cllrs. Brett and Hales will liaise with SCDC with reference to the garages.
Cllr. Mulcock suggested that a raised path be made for use by the Safer Route to School.  This proposal is to be put to the Huck Partnership which will eliminate the need for stockade fencing.
Cllr. Gatward reminded the members that at a previous meeting it had been agreed to contact CCC or ask Huck Partnership to speak to the people responsible for planning Safer Routes to School.
 
676/10 Police site in centre of village:
At the present time there were no further developments.
 
677/10 Heydon Grange Wind Farm:
It was recommended that Councillors attend the public exhibition put on by Volkswind which is being held on Tuesday 15th February between 4pm and 8pm and on Wednesday 16th February between 10am and 2pm at Heydon Grange Golf & Country Club, Heydon.
 
678/10 Village Green Registrations:
It had been decided that any land which the Council wishes to have registered should have its boundaries surveyed first before the registration takes place.
 
679/10 Discussion of SCDC proposal to use IT forum at Parish Council level:
Cllr. Mulcock reported that there was nothing further to report at the moment.
Cllr. Hales said it would be very useful for members of the Planning Committee to attend the Parish Planning Forum at SCDC.
 
680/10 Notifications and Planning Consultation Documents:
(a) SCDC -31 The Moor.  New dwelling and Access.  S/1798/10.  Permission Granted.
(b) SCDC – Millside Cottage, 31 Station Road.  Replacement Gates and Fence.    S/1991/10.  Permission Granted.
(c) SCDC – Fairfields, Newmarket Road.  Double Garage.  S/1520/10.    Permission Granted.
(d) There were no Notifications or Planning Consultations received.
681/10 Planning Applications:
(a) 12 Beeton Close.  Porch.  S/2303/10.  Recommend Approval.
[Cllr. Brett declared a Personal and Prejudicial Interest in the next two items as he lives nearby and left the room]
(b) 49 High Street. Proposed Signs.  S/1675/10.  Recommend Refusal.
Unclear application, signage and change of use for different premises, conversion of buildings.  Resubmit as separate application.
(c) 49 High Street. Replacing lean to, converting two outbuildings into one and conversion of existing residential accommodation (C3 Use) into an Internet Coffee Shop (A1 Use) (Part Retrospective Application). S/1023/10/F.  Recommend Refusal.
Concerns that there are still enforcement orders in existence on this site.
There may be problems with internal design of kitchen/toilet areas. Opening times need to be clearly specified.

(d) There were no further planning applications received.

(a) There was no correspondence received.
683/10 Urgent Matters:
There were no urgent matters.
There being no other business the Chairman closed the meeting at 9.06pm
