Draft Minutes subject to formal ratification at the next Planning Meeting.

 
Minutes of a Planning Committee Meeting held on Monday, 4th April 2011 at the Parish Office, Melbourn Village College, The Moor at 7.15pm.
 
Present: Cllrs. M. Sherwen (Chairman), R. Gatward, J. Hales, M. Linnette, D Mowatt, and R. Wakerley.
 
In Attendance:  The Clerk and one member of the public
 
819/10 Apologies for Absence: Cllrs. Mulcock and Simmonett.
 
820/10 Declaration of Interests: Cllr. Hales declared a Personal and Prejudicial interest in Item 825/10 as he had family living in the village.
 
821/10 Minutes of the meeting held on 21st March 2011:
It was proposed by Cllr. Gatward, seconded by Cllr. Wakerley and agreed that the minutes should be signed as a true record.
 
822/10 Matters Arising: There were no matters arising.
 
823/10 Village Car Park:
There was agreement to a path being made on the right hand side of the car park to allow access for the Safer Routes to School. It was reported that vehicles were being parked behind the barrier in front of the garages.  This was being done to allow children to be dropped off for school.
Safer Routes to School would like to see one route by the right hand side of the car park and one route in front of the garages.  CCC Safer Routes to School are to be asked to carry out a Risk Assessment.  Car Park usage has never been monitored over an extended period of time.
If was thought that it would be of benefit if there could be a circulating capability for cars.
It was thought that access to the back of the car park behind the barrier could be marked for the use of garages owners only.  If the corral was made smaller this would greatly reduce the risk of it being used for parking.
It needed to be bourn in mind that the space at the end of the car park by the garages may change in time due to reduced usage of the garages.
It was suggested that instead of raised path on the right hand side of the car park, a path be made with a flower bed placed by the side of the path.  It was felt that this would stop the front of cars being able to park over the path.
Cllr. Sherwen is to forward the list of concerns to Huck Partnership.
 
824/10 Police Site:
(a) Cllr. Sherwen reported on the meeting held with Iceni Homes.  Iceni Homes had come up with another design, but this design still included building on the green frontage of the site.  Iceni Homes have gone back to revamp the design.  The Council would like to save some of the green frontage to the site, if not all of it.
The next meeting with Iceni Homes will take place on Tuesday 12th of April at the Parish Office.
(b) The Clerk had circulated to all members of the committee an example of a supporting letter for a Housing Needs Survey.  With the alteration of “may be a shortage of affordable housing to “may be a need for further affordable housing”, the form of the letter was agreed.  The Clerk will forward this to Catherine Shilton of ACRE requesting that she uses this letter of support from Melbourn Parish Council to accompany the survey which ACRE will send to all households in the parish.
 
825/10 Heydon Grange Wind Farm:
At the present time there was nothing new to report.
 
826/10 Village Green registrations:
At the present time there was nothing new to report.
 
827/10 Discussion of SCDC proposal to use IT forum at Parish Council level:
No update was available as Cllr. Mulcock, the Council’s representative at SCDC on this matter, was not present at the meeting.
 
828/10 Notifications or planning consultation documents:
(a) SCDC – 15 The Lawns.  Porch.  S/0248/11.  Permission Granted for Variation of condition 2 of approved consent S/1077/10 to allow a revised design to include a study.
(b) There were no further Notifications or Planning Consultations received.
 
829/10 Planning Applications:
(a) 127A High Street.  Conservatory.  S/0156/11. Recommend Approval
(b) 5 Beechwood Avenue.  First Floor Side Extension.  S/0656/11.  Recommend Approval
(c) 12 Pryors Orchard.  Loft Conversion.  S/0652/11. Recommend Approval
(d) There were no further Planning applications received.
 
830/10 Correspondence:
(a) E-mail from Matthew Kendrick – Can no longer attend the meeting on 21st April.
The Clerk is to e-mail Matthew with alterative dates.
(b) There was no further correspondence received.
 
831/10 Urgent Matters:
Cllr. Sherwen felt that PR was going to be very important in the future.  It was though that Cllr. Simmonett in conjunction with Cllr. Linnette could be asked to help with this.
Cllr. Sherwen questioned the need to have an Extraordinary Meeting to discuss the Village Plan.  As a member of the Village Plan Steering Committee he wondered how he would stand with regard to attending the Extraordinary Meeting.  The Clerk will talk to Holly Adams, Democratic Service Leader at SCDC on this matter to ask for guidance.
 
There being no other business the Chairman closed the meeting at 9.50pm
