Draft Minutes subject to formal ratification at the next Planning Meeting.
Minutes of a Planning Committee Meeting held on Monday, 21st February 2011 at the Parish Office, Melbourn Village College, The Moor at 7.15pm.
 
Present: Cllrs. M. Sherwen (Chairman), R. Gatward, J. Hales, M. Linnette, D. Mowatt,
A. Mulcock, P. Simmonett and R. Wakerley.
 
In Attendance:  The Clerk
 
708/10 Apologies for Absence: Cllr. Brett
709/10 Declaration of Interests: Cllr. Hales declared a Personal and Prejudicial interest in Item 714/10 as he had family living in the village.
710/10 Minutes of the meeting held on 7th February 2011:
It was proposed by Cllr. Gatward, seconded by Cllr. Wakerley and agreed that the minutes should be signed as a true record.
711/10 Matters Arising: Item 675/10 (Village Car Park) Cllr. Gatward enquired if the people responsible for planning Safer Routes to School had been spoken to.  Cllr. Hales had made contact but no-one had come back to him as yet.
712/10 Village Car Park:
The Clerk reported that she had received a rate rebate of £384.11 on rates paid for 2010/2011.
At the present time the Council were waiting to hear back from the people responsible for planning Safer Routes to School.
 
713/10 Police site in centre of village:
There had been an e-mail received from Iceni Homes with regard to a meeting with the Council.  It was proposed to hold this meeting on Tuesday, 29th March at the Parish Office.
 
714/10 Heydon Grange Wind Farm:
At the present time there was nothing to report.
715/10 Village Green Registrations:
Cllrs. Linnette and Hales had walked the boundary today of the New Recreation Ground, Millennium Copse and The Moor Allotments.  These parcels of land are to be surveyed and GPS points taken from all corners so that an application for registration of the land can be made to the Land Registry.
There are three to four access gates from people’s gardens, allowing access onto Council land.  The Council wondered how it would stand if illegal entry was made to these gardens from Council owned land.  Legal advice will be sought on this matter.
 
716/10 Discussion of SCDC proposal to use IT forum at Parish Council level:
Cllr. Mulcock reported that there was nothing further to report at the moment apart from that a meeting is to be held in March..
Cllr. Mulcock reminded Councillors that from 10th March the Council will have access to Ordnance Survey maps via the web.
 
717/10 Notifications and Planning Consultation Documents:
(a) SCDC -Oak Cottage, 6a Vicarage Close.  First Floor Extension.    S/1881/10.  Permission Refused.
(b) SCDC – New Road Cemetery.  Entrance gates, arch and railings.  S/2226/10.  Permission Granted.
(c) There were no further Notifications or Planning Consultations received.
718/10 Planning Applications:
(a) 15 The Lawns.  Variation of Condition 2 of approved consent S/1077/10 to allow a revised design to include a study.  S/0248/11.  Recommend Approval.
(b) There were no further planning applications received.
719/10 Correspondence:
(a) NHDC – Draft Design Supplementary Planning Document (SPD) Consultation.  Noted
(b) E-mail from Debra Bell Assistant Planning Enforcement Officer from SCDC – Building/Extension at Portway.  Noted
(c) There was no further correspondence received.
720/10 Urgent Matters:
Cllr. Gatward reported that a strip of land claimed by residents of Thatcher Stanford Close as theirs according to their deeds, is untidy and lacks mowing. The piece of land is on the boundary of the Recreation Ground and Thatcher Stanford Close. It was thought that this piece of land should be fenced off in some way.  It was strongly recommended that the matter should be actioned by the Play Areas committee.  The Clerk is to put this matter on the agenda of Play Areas, Recreation and Youth.
 
There being no other business the Chairman closed the meeting at 8.15pm
