Minutes of a Planning Committee Meeting held on Monday 7th June, 2010 at the Parish Office, 28 Station Road at 7.15pm.
 
Present: Cllrs. M. Sherwen (Chairman), V. Barrett, A. Brett, R. Gatward, J. Hales, M. Linnette, D. Mowatt, A. Mulcock and P. Simmonett

52/10       Apologies for Absence: Cllr. Wakerley
53/10       Declaration of Interests: None
54/10       Minutes of the meeting held on 17th May 2010:
It was proposed by Cllr. Barrett and seconded by Cllr. Hales that the minutes of 17th May 2010 should be signed as a true record.
55/10       Matters Arising:
Item 19/10 (Notifications and Planning Consultation Documents) Cllr. Gatward enquired if it actually was a five years extension.

57/10       Police site in centre of village:
Item 63/10 Correspondence (a) was also dealt with at this point.
                The letter and plan received from Iceni Homes were discussed.
                Cllr. Gatward would like the Silver Birch trees and the whole of the site frontage retained.
                The Committee felt that this was an opportunity to look at and to have the chance to respond to Iceni Homes’ initial outline proposal.
                Cllr. Sherwen felt there were other possible layouts and designs.
                The initial outline proposals are available at the Parish Office for anyone who is interested to view it.
                The Clerk was asked to arrange an evening meeting with Iceni Homes to be held at the Parish Office on either Tuesday 22nd or Wednesday 23rd of June.

63/10       Correspondence (b)
                It was proposed by Cllr. Barrett THAT THE AGREEMENT BETWEEN MELBOURN PARISH COUNCIL AND SOUTH CAMBRIDGESHIRE DISTRICT COUNCIL WITH REGARDS TO INDEMNITY FOR PAYMENT OF PUBLIC OPEN SPACE CONTRIBUTION ON DEVELOPMENT AT LAND TO THE NORTH EAST OF 15 FORDHAM WAY, BE SIGNED.  Seconded by Cllr. Gatward and CARRIED.
                Both copies of the document were signed by Cllr. Donald Mowatt and Cllr. Maureen Townsend and witnessed by the Clerk.
                The Clerk is to contact Joanna Peek and request a copy of the Section 106 agreement with regards to the above land.
               
56/10       Village Car Park:
The matter of the lease is in the hands of SCDC Legal Department.  There has been some delay in producing the lease due to sickness.  Joanna Peek is not back in the office until Thursday. Cllr. Brett will then chase up this matter.
               
58/10 White House Farm:  .
There are no further developments at the present time. Cllr Barrett has been and will continue to chase the Planning and Enforcement Officers in this matter.
               
59/10 Co-operative Store: 
As permission had been granted for the work to be carried out it was expected that this should start in the next couple of weeks.
               
60/10 Heydon Grange Wind Farm:
Cllr. Hales will report back to the Council any action on this matter.
               
61/10       Notifications and Planning Consultation Documents:
(a) SCDC – 71 High Street.  Remove 1 No Refrigeration Unit within the Acoustic Housing.  Relocate, within Acoustic Housing, 2 No Glycol Cooler Units and adapt Multi Compressor Condensing Pack so that all 3 fans operate at 50% of Maximum Speed during the Night.  (Retrospective Application).  S/0785/09/F.    Permission Granted.
(b) SCDC – 15 Greenbanks.  Extension.  S/0401/10/F.  Permission Granted.
(c) SCDC – 5 New Road.  Extension.  S/0501/10/F.  Permission Granted.
(d) There were no further Notifications or Planning Consultations received.
62/10       Planning Applications:
(a) Application to carry out Tree Works subject to a Tree Preservation Order or situated within a Conservation Area.  15 The Lawns – work to two Sycamore Trees one semi mature and one mature, crown reduction to both by approximately 23% to 30%.  No comments
(b)           105 Beechwood Avenue.  Extensions.  S/0766/10/F.  (revised Design to S/0055/10/F).  Recommend Approval.
[Cllr. Mulcock declared a Personal and Prejudicial Interest in the next item due to the family being friends.]
 
(c)           34 Orchard Road.  Erection of wall.  S/0763/10/F.  Recommend Approval.
(d)           18 Beechwood Avenue – Extension (to extend the time limit for implantation) S/0822/10/F.   Recommend Approval.
(e) There were no further planning applications received.
63/10 Correspondence:
(a) Letter from Iceni Homes – Old Police Station Site.  Dealt with under Item 57/10
(b) SCDC – Development at Land to the North East of 15 Fordham Way – Payment of Public Open Space Contribution. Dealt with earlier in the meeting.
(c) Standards Committee Newsletter – Declaring Interests – Personal/Prejudicial and Planning matters.  Noted
(d) CCC – Bridgefoot Farm Quarry.  Part retrospective application for importation and deposit of inert waste for the purpose of re-grading and restoration to agricultural use.  The application will be considered by the Development Control Committee on 24 June at 10.30am in the Kreis Vierson Room at Shire Hall, Cambridge.  Noted
(e) Smith Gore – Recreation Ground, Melbourn. Heads of Terms.  Noted
(f)        SCDC – Telephone Kiosk.
The Council would like to investigate the possibility of adoption and to this end the Clerk was asked to write requesting details with regard to what was involve in an adoption.
(g)        E-mail from Mr. Chris Blows – The Bowls Club House.
The Clerk is to contact Mr Blows and inform him that the Parish Council are interested in meeting with committee members of the Melbourn Bowls Club at their convenience.  It suggests that the meeting be held in their Club house on a suitable date in July.
(h) There was no further correspondence received.
64/10       Urgent Matters:  
Cllr. Simmonett will look into why the link on the web site which was set up to forward e-mails to the Parish Council does not seem to be working.
Cllr. Gatward felt that an apology for non-attendance should be sent to SCDC with regard to the Planning Forum meetings.  These meetings are held on a Monday night making it difficult for members of the Planning Committee to attend.
Cllr. Gatward would like any information with regard to Stockbridge Meadows given to her before the Conservation meeting which is to be held on 14th June.  Cllr. Hales said he would pass on to Cllr. Gatward any information that he had.
