UNAPPROVED MINUTES
Minutes of a Planning Committee Meeting held on Monday, 6th September 2010 at the Parish Office, 28 Station Road at 7.15pm.
Present: Cllrs. M. Sherwen (Chairman), A. Brett, R. Gatward, J. Hales, D. Mowatt,
A. Mulcock, P. Simmonett and R. Wakerley.
In Attendance: The Clerk.
298/10 Apologies for Absence: Cllr. Linnette
299/10 Declaration of Interests: Cllr. Hales declared a Personal Interest in Item 308/10 (a).
300/10 Minutes of the meeting held on 16th August 2010:
It was proposed by Cllr. Gatward, seconded by Cllr. Brett and agreed that the minutes of 16th August 2010 should be signed as a true record.
301/10 Matters Arising: There were no matters arising.
302/10 Village Car Park:
Cllr. Brett reported that due to annual holidays the proposed meeting with the Planning committee members of the Parish Council and the Hucks Partnership (designers) had been postponed till after 11th October.
303/10 Police site in centre of village:
The Clerk had e-mailed a list of questions to all Councillors for their comments. Councillors were requested to send any comments back to the Clerk by 13th September.
304/10 White House Farm:
There was nothing to report at the present time. Cllr. Hales was asked to enquire if Ros Richardson had been out to see the site.
Councillors were asked to report back to Planning meetings any developments on the site.
305/10 Co-operative Store:
Cllr. Gatward said that the site was very untidy at the moment and trolleys are not being parked behind the gates.
It was reported that some lorries are still parking up to the traffic lights.
It was thought it would be a good idea to approach delivery companies by way of a letter explaining that parking up to traffic lights is an offence. The Committee decided to monitor the situation for a month.
306/10 Wind Farm at Heydon Grange:
Cllr. Hales reported that a letter sent from the Chairman of Heydon Parish Council to Paul Sexton with regards to the active pipeline that runs across the plot had not been passed on to the company Phoenix who are the developers of the site. This military pipe line runs from Buncesfield to the military sites in Suffolk.
307/10 Village Green Registrations:
Having received the Form 44 and guidance notes Cllr. Brett will write a short report on factors with regard to the possibility of a piece of land in Greengage Rise being registered as a Village Green.
Cllr. Gatward said it was good to know that the Council had the back up of Cllr. Brett in such matters.
Cllr. Hales had received an e-mail from a resident of Greengage Rise who had thought that the planning application for the proposed building of five dwellings seemed to have been removed from SCDC planning site. Cllr. Hales reported that it was still on the site but was difficult to find due to the installation of new software. Cllr. Gatward asked that Cllr. Hales check if this had been withdrawn.
It was decided to log any complaints received with reference to the site. It was thought it would work well if the Clerk received pre-notification of any Planning Application in the same way as she received pre notification of decision notices.
Cllr. Mowatt would like the Police Site to be considered as an open green space as it was in the centre of the village. Cllr Brett said that for a piece of land to be considered as a public open space it would have to maintain the right for people to do things they have always done on it and as such he thought that the Police site did not qualify.
308/10 Notifications and Planning Consultation Documents:
(a) SCDC – 5 Elm Way. Removal of condition 5 of planning permission S/1947/94/F to allow for the garage to be used as a habitable room. S/0591/10/F. Permission Granted.
(b) There were no further Notifications or Planning Consultations received.
309/10 Planning Applications:
(a) 78 High Street – Reconstruction of entrance walls and piers. S/1145/10. Recommend Approval.
(b) There were no further planning applications received.
310/10 Correspondence:
(a) CCC – Clarification of closure of main entrance to Melbourn Primary School. Noted
(b) SCDC – Change of use from Pocket Park to Recreation use at Pocket Park, Grinnel Hill, London Way.
Cllr. Hales reported that Mr. Onslow of Seearo questioned, as a better way of dealing with the contaminated area on the site, the laying of a membrane and then topping it with 250mm of crushed concrete and then back fill with 412mm of clean soil. This area would then form the car park. Cllr. Barrett will try and find out if this would be acceptable to Planning.
The entrance to the car park area would have to be altered to allow for straighter access to the site. The Gate could then be moved further back on this man-made entrance.
Mr. Onslow was also willing to lay clean soil on part of the site.
It was thought there may be a need to fence the car park to stop access onto the site itself. Cllr Mulcock asked if disabled access was needed.
