Minutes of a Planning Committee Meeting held on Monday, 15th February 2010 at the Parish Office, 28 Station Road at 7.15pm.
Present: Cllrs. M. Sherwen (Chairman), V. Barrett, F. Benfield, A. Brett, R. Gatward,
J. Hales, M. Linnette and D. Mowatt.

588/09 Apologies for Absence: Cllrs. Hardingham, Purbrook and Wakerley.
589/09 Declaration of Interests: Cllr. Sherwen declared a Personal Interest in Item 597/09 (a).
590/09 Minutes of the meeting held on 1st February 2010:
It was proposed by Cllr. Hales and seconded by Cllr. Benfield that the minutes of 1st February 2010 should be signed as a true record.
591/09 Matters Arising:
Item 560/09 (Co-operative Store) Cllr. Barrett has received an e-mail from the Enforcement Officer which said that following discussions with a planning officer they are currently arranging to inspect the premises to confirm what aspects have planning permission and what do not. They will also review compliance with the S106 agreement.
Cllr. Barrett reported that there is to be a site meeting on 25th February which she will attend along with an accoustic engineer.
Cllr. Gatward was concerned with the overall appearance of the outside of the store. She said there should be a parking space for a motor bike and there should be a fenced off area to screen the bins.
The Clerk is to report again to Mike Cooper the two missing bollards from outside the store and also inform Mike of the damage to a third bollard which is now leaning at an angle.
592/09 Village Car Park:
The report from the Architectural Consultant is still awaited. The Problem Solving group have been given a grant of £3,000 from SCDC for this work. When the report has been received the Problem Solving Group will come to the Parish Council with a full and factual account seeking the Council’s recommendations. Cllr. Purbrook is trying to source a report from a professional car park designer.
593/09 Police site in centre of village:
Cllr. Sherwen reported that on Wednesday the 10th of February the Parish Council had held an informal meeting with 100 Houses Society, the Developers, Iceni Homes and an architect. This had been a forthright meeting and had finished on a positive note. The architect had been asked to draw up a proposal which would incorporate premises for Council requirements.
Cllr. Mowatt reported that it was clear that the present houses on the Police site would be demolished and that these would be replaced by anything from 10 to 15 houses. Cllr. Mowatt thought that the stage had not been reached where this cannot be challenged. Areas in the village had already been earmarked for affordable housing.
It was suggested that the community be approached to see what it thinks.
At this point the letter from Andrew Lansley CBE MP (Item 598/09 (b)) was discussed.
Cllr. Mowatt thought that Cllr. Purbrook had concerns on this matter and should have a chance to discuss these concerns.
Cllr. Benfield felt that the Council should go to the public to hear its comments on what should go on the site.
Cllr. Gatward did not think anything would be gained by going to the public at the moment.
Cllr. Mowatt thought the Council should get in touch with Andrew Lansley and suggest to him that the Council continues to have concerns over this site. Due to Andrew’s workload at the present time it was suggests that the Clerk contacts Andrew’s secretary Mary, to find out what was the best way to contact Andrew so that he may suggest what the Council could do in this matter.
594/09 White House Farm: There were no new matters to report.
595/09 Co-operative Store: This had been covered under Item 591/09 (Matters Arising)
596/09 Notifications and Planning Consultation Documents:
(a) SCDC – Building 1 and 2, Whiting Way. Change of Use B1(c) to B2 and Associated Infrastructure. S/1071/09/F. Permission Granted.
(b) SCDC – Rosslyn, Cambridge Road. Extension and Alteration. S/1835/09/F. Permission Granted.
(c) SCDC – Land to the South of White House Farm. Erection of an Agricultural Storage/Amenity Building. S/1842/09/F. Permission Refused.
(d) There were no further Notifications or Planning Consultations received.

597/09 Planning Applications:
(a) Application to carry out Tree Works subject to a Tree Preservation Order or situated within Conservation Area – 27 Station Road work to two Chestnut Trees reduce both by 30% and thin by 10%. No Comments.

(b) 10 Moorlands Close – Conservatory. S/0123/10/F. Recommend Approval.
(c) 13 Hale Close. Extension and Alterations. S/1923/09/F. Revised Plans for Information Only. Amended elevation and floor plans to show altered window details in southeast and northwest elevations.
(d) There were no further planning applications received.
598/09 Correspondence:
(a) SCDC – SCDC Local Development Framework, adoption of Site Specific Policies Development Plan Document. Noted
(b) Letter from Andrew Lansley CBE MP plus copy letter from Ruth Roger – Melbourn Police Station.
This had been dealt with under Item 593/09.
(c) There was no further correspondence received.
599/09 Urgent Matters:
Cllr. Gatward reported there had been an incident outside The Dolphin over the weekend. The cottage next door to the Post Office had its window broken, which had since been repaired.
The Clerk, who is preparing tender documents for the grass cutting in the village, asked the Committee how many cuts it wished the top half of New Road cemetery to have. The Committee wanted pricing for 6 cuts per year.
The Clerk had received an e-mail from Simon Gasgoyne, Secretary to Melbourn Football Club advising her that the club would like a set of keys to the pavilion to be used only in emergencies. The club still wished the Caretaker to open and close the pavilion if he was available. The Clerk will inform Simon that having a set of keys would mean that the club would have the same set of responsibilities as all ready discussed with them.
The Clerk presented the meeting with a newspaper cutting given to her by Cllr. Sherwen. This cutting advertised shelving bays and it was agreed that the Clerk should purchase a set of these bays at a total price of £139.83. These would provide much needed storage space in the Parish Office.
There being no other business the Chairman closed the meeting at 8.50pm
