Minutes of a Parish Council Meeting held on
Tuesday, 28th August 2012 at All Saints’ Community Hall at 7.15pm.
Present: Cllrs. V. Barrett, I. Bloomfield, K. Crosby, R. Gatward, J. Hales, M. Linnette, D. Mowatt, M. Sherwen, P. Simmonett, C. Stead, and M. Townsend.
In attendance: Avril Mellor former Clerk to the Parish Council and six members of the public.
PC49/12 Apologies for absence: Cllrs. Mulcock and Wakerley, the Clerk and Cllr. Susan van de Ven.
PC50/12 Declaration of Interest: Cllr. Barrett declared a Non-Pecuniary Interest in Items PC56/12 and 57/12 as she serves on the Planning Committee at SCDC.
Cllr. Simmonett declared a Non-Pecuniary Interest in Item PC58/12 as he is a member of the History Group.
Cllr. Mowatt declared a Non-Pecuniary Interest in Item PC54/12 as he lives on the High Street.
PC51/12 Minutes of the meeting held on 23rd July, 2012. It was proposed by Cllr. Gatward and seconded by Cllr. Hales that the minutes of the meeting held on 23rd July 2012 be signed as a true record.
PC52/12 Matters Arising:
Item PC38/12 (a) (Matters Arising PC31/12) Cllr. Gatward enquired if there had been any action taken with regards to the Council joining the CVS. Cllr. Hales replied that no action had been taken in this matter at the moment.
Item PC41/12 (Composition of the Holding Trust) The Hub Trust Committee is looking into forming a Company Limited by Guarantee and this matter will be dealt with in the very near future.
PC53/12 To receive a report on the Old Police Site: The Hub Committee had presented the Parish Council with a report which was the combination of all the work over the last 12/18 months. This report was noted and accepted by Councillors.
PC54/12 Proposed development of the Old Police Site: It was proposed by Cllr. Hales THAT MELBOURN PARISH COUNCIL TAKE THE DECISION TO COMMIT TO PROVIDING MELBOURN VILLAGE RESIDENTS WITH A COMMUNITY HUB LOCATED ON THE OLD POLICE SITE. Seconded by Cllr Simmonett and CARRIED Unanimously.

The Clerk recommended the transfer of £15,000 from the No Notice Account to the Current Account.
It was proposed by Cllr. Townsend that the cheques be approved and signed. Seconded by Cllr. Stead and Carried.

PC56/12 Planning Notifications:
(a) Notification of a non-material amendment for extensions and alterations at 13, Hale Close, Melbourn SG8 6ET on behalf of Mr. P. Cranville. NOTED
PC57/12 Planning Applications:
(a) Planning application asking for an extension of time for the implementation of planning permission S/0934/09/F at 15 Chalkhill Barrow, Melbourn SG8 6EQ on behalf of Mr. Michael Mahoney. Recommend Approval.
(b) Planning application for residential use in breach of agricultural occupancy condition under SC/253/63 at The Greenings, Foxfield Farm, Fowlmere Road, Melbourn SG8 6EZ on behalf of Mrs Gillian Head. Recommend Approval.

PC58/12 Correspondence:
(a) E-mail from Colin Limming re: History Group. The Clerk was asked to write to Mr Limming thanking him for drawing the Council’s attention to what the group has achieved over the past years. The Clerk is to inform Mr Limming that the Council is concerned about the possible loss of the History Group and encourages the current members to remain in situ until new members come forward.

PC59/12 Report for C. Cllr. Susan van de Ven
C. Cllr van de Ven was not present at the meeting but had provided a written report to all Councillors.
l. People may be interested to see the enhanced sustainability show home on the Trumpington Meadows site, by Barratt Homes, adjacent to the Waitrose Entrance – members of the public are welcome to visit most days between l l – 6, and the contact is stacy.page@barratthomes.co.uk
2. MAYD youth workers have been working very hard over the summer holidays to attract newcomers from our surrounding villages, and the club has held a Tuesday night session at Melbourn Rec throughout the holidays. Youth Club has a new youth worker who lives locally and was a youth club member some years ago. Some very strong interest in taking up the free transport has come especially from Foxton where the parish council rep there has been working very hard. Great news is that the County Council has come up with some extra funding to add to the Integrated Youth Services grant MAYD was awarded earlier this year and the post we hope is now being filled, to start in September. The idea is to help MAYD prepare to run on an independent basis.
3. The Chief Constable has said that he will make funding available for at least one further round of the Bike Bank project, which went extremely well.
4. The Meldreth, Shepreth and Melbourn Sustainable Energy Partnership hopes to hold a sustainable transport event on September 27, but we are waiting for details from the coordinator – I’ve been asked to prepare something for the event so have had advance notice of the date. I will email the details out to everyone once I know them.
5. The Meldreth, Shepreth and Foxton Rail User Group has now submitted its response to the Thameslink Franchise Consultation and we are pleased that Passenger Focus, the national passenger advocate group, have asked to meet us locally on September 5th, to hear in more detail about what we’ve put on our wish list and why. The rail user group meets next on September 11, 7:30, at Melbourn Village College, so please feel free to come along.
6. Cambridge and South Cambridgeshire Transport Strategy consultation closes September 28 (see county council website). I will be preparing my own response and will circulate it to you in early September.
7. The Practical Solutions Group will meet September l l and among other things will be looking to support the Care Network’s planned ‘Cambridgeshire Celebrates Age’ event at Vicarage Close, most likely on October 3rd – Cllr. Barrett and I attended the planning meeting for this and are very pleased that another ‘intergenerational’ event is on the radar. We are proposing to invite Melbourn Village College students to provide baking and music for the day.

PC60/12 Urgent matters: Cllr. Hales urged all relevant committees as discussed at the Finance and General Purposes meeting to start to think about any new projects so that these could then be costed and ready for including in the budget for the precept for 2013 or even 2014 if felt appropriate.
Cllr. Mowatt remarked that each committee would need to justify the money they requested.
Cllr. Gatward asked that the Clerk to keep them informed of the developments relating to the health of Mr Peter Andrews with a view to sending a card after his operation.

Addendum to the Parish Council meeting of Tuesday 28th August 2012
A member of the public wanted assurance with regards to the building of The Hub and affordable housing that everything has been done to ensure that all thing will run smoothly when building work commences and that plans have been sensibly drawn up.
It was also remarked by a second member of the public that she felt sorry for people who lived next door to the car park. She felt that the smell of cooked coming for the Kebab van especially on a non-working day like a Sunday made it difficult for residents to sit out or work in their gardens. She was asked to write to SCDC over this matter and the Council requested that the Clerk be given a copy of any correspondence. It was felt that as shopping was allowed on Sunday the removal of this service could be frowned on by some residents. It may be that an alterative site in the village could be found for Sunday trading.
